Changing owner.  Chris, it sounds like you also experienced some sort of 
"oddity"
with putting org code at the beginning of the 001.

We no longer merge 003 and 001 into a new 001.  Instead we leave the original 
records alone and disambiguate internally within the toolkit.  There is now a 
new field in the database called repository_code.
