Separate ILS scripts from Toolkit releases #58

It sounds like there is general agreement from the folks I polled that we
should separate out the ILS specific scripts from the OAI Toolkit code and
releases.  The drivers relate to ILS specific data extraction methods and
are independent of releases of the OAI Toolkit.

Should analyze what is involved with this, how documentation is affected,
etc.  Ideally individuals should  download the toolkit and the starting
script for the ILS they need.
