Currently, a null pointer exception occurs when the toolkit cannot contact the vxws service. This should be changed so that a problem element and detail is returned instead.

Two parts - fix core so that a response does get generated and to fix the Voyager connector to make a better response.

Have had and issue lately where some but not all web services are down. Determine how to tell if it is a good enough response.
