eQSL sent by default not migrated #576

In new QSO entry QRZ.com (eQSL tab) always defaults to "N - Do not upload" It should be "Modified" for a new record or there should be a setting for the default (unless I can't find it).

The setting is properly migrated to the new config file. Maybe it is not properly readed when imported.
