Make distinction between ANAME-expanding and ANAME-retaining servers #27

There is a need for servers to expand ANAME in their zone transfers because there are secondaries that may not understand ANAME.

There is also a need for servers to retain the ANAME in zone transfers because the secondaries on the edge will do the ANAME resolution.
