Reload all non-modified files button not active when multiple files are modified #410

What steps will reproduce the problem?
1. Open several files in codimension
2. touch 2 of them externally
3. "reload all non-modified files" button can be inactive on the red banner of 
the first buffer
4. When you switch to the second one it is active for the second one, but still 
not active for the first one

Please provide any additional information below.

Watchers on network fs?
