Add EXPORT_PREFIX to setup scripts #9

The prefix is needed in the virtualenv bin/activate script, like the other user-defined local settings. Should support being given a prefix as an argument by the user when invoked, and as a fall-back (if not given a prefix) support generating a new random prefix.

This was implemented in the conversion to the new scripts in checkniner/scripts/
