add function to calculate sigma_tau directly from tau, tau_err and alpha #9

the function "tau_err_RC" (RC: Reta & Chilton, https://doi.org/10.1039/C9CP04301B) is now a part of process_ac.

I've included a varibale n_sigma that accounts for being able to calculate the error to n sigma's. Default is 1.
