Installer without contents merged from rvr-crud pull request

Description

Installer needs to be updated to reflect changes with rvr-crud pull request.

Beta version of the installer cannot import resources to server. Agent log empty, Web App log has a single line: {"module":"server","level":"info","message":"Governance Collector WebApp 2.1.2.0 started","timestamp":"2017-12-13T00:46:29.413Z"}

Steps to Reproduce

1. Install
2. Open http://localhost:8591/governance/ui
3. Import resources to server

Expected behavior: Import resources to server

Actual behavior: Spining wheel for a few seconds, settings updated message but no contents imported.

Reproduces how often: 100%
