What happens when the UsserAcces folders are empty #92

Prerequisites

Description

The XML Folders inside userAcces are empty. Why does this happen? Because of this the QVF applications of sense do not run correctly since they do not contain these folders

Steps to Reproduce

  1. Harvest APP Metadata
  2. Harvest Access Control Metadata
  3. governance

Expected behavior:

That the folders inside userAccess have some file

Actual behavior: That the folders inside userAccess have some file

Reproduces how often: 100%

Versions

2.1.1.0

Additional Information

All the ways of generating the Governance have been proven, restarting the service etc
