In the installation process : Download the tool archive from (https://github.com/earlephilhower/arduino-esp8266littlefs-plugin). I think you meant to inclue this link : https://github.com/earlephilhower/arduino-esp8266littlefs-plugin/releases which makes sense with your folowing instructions.
