I am using Arduino 2.3.0 and I copied the file as mentioned here, and restarted IDE but still I cant see the upload option

Arduino 2.x doesn't let you add to menus. See https://github.com/earlephilhower/arduino-littlefs-upload?tab=readme-ov-file#usage for the key sequence to invoke the upload.
