after gould defeat their culture still destroys my planets without them building any culture stations. wtf? #149

What steps will reproduce the problem?
1.playing the game as human.. idk
2.the defeated enemy never built any culture stations so wtf! How can they 
after they're defeated erode my allegiance at my planets???

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
