Tactical Assault Ability #57

What steps will reproduce the problem?
1. Use BC403 with tactical assault ability.

What is the expected output? What do you see instead?
The weapons cool down buff is way overpowered. I believe it was intended to 
decrease the cool down by 30%, but instead it decreases it by 130% which more 
than doubles its dps. 

What version of the product are you using? On what operating system?
Current. Vista
