Langara weapons system wont effect a starbase at all and sometimes not ships

What steps will reproduce the problem?

What is the expected output? What do you see instead?
The star bases shields to be weakend and hull weakened or in the case of a 
newer starbase outright destroyed

What version of the product are you using? On what operating system?
1.051 Entrenchment on Windows XP

Please provide any additional information below.

Sometimes if you target some ships it will go right through them and they wont 
take any damage
