Add flows to the database schema

Based on the preliminary data made available at the web app seed folder, I added the food flows to the database schema. This is a diagram of the schema I could infer from the files:

This is a work in progress and subject to change until the model is considered finished.

Status update:

• The seed workflow now ingests areas, nodes, edges, flow segments, and flows of preliminary data available in the Drive folder v2
• I added two extra commands, db:dump and db:restore, to facilitate data ingestion to staging/production
• The README file was updated with instructions on how to perform the seed workflow
• The seed process is likely to be updated once new data files are available, but I believe this is already in a good spot to start implementing API routes

@oliverroick, could you please review? I suggest trying to populate the local and staging database by following the README instructions.
