New PR for aerosol optics to provide indexing bug fix in mo_aerosol_optics.F90.

@mjiacono We have successfully confused Git with conflicting changes. Rather than try to resolve, can you please change the target of this PR to branch feature-merra-aerosol-optics-2 ?

I will do that. I will also have to send you a new rrtmgp-allsky.nc test output file to make the tests pass, since the results changed somewhat.
