Move data to external repo #217

This PR would move data from the code repository to a new repo. The new repo contains data for RRTMGP gas optics, cloud optics, and aerosol optics, along with inputs and reference data for running the examples. Scripts and makefiles now expect this data to be in $RRTMGP_DATA.

Will resolve #203 when merged to main. Data files will not contain explicit dates or version numbers, closing #160.

@RobertPincus I don't see any conflicts with UFS applications.
