Dev instance became not connectable. Cannot get to console, even though AWS says it's ok

Need to monitor (geocodes-aws-dev.earthcube.org)

• admin (treafik)
• oss (aka minio)
• graph
• sched -- loose give 3 retries before alerting if possible. (geocodes-aws.earthcube.org)

if we can setup a process monitor, then can we see that the traefik container is running in docker ps
