Loading: load Graph Report in wrong job #123

Graph data has to make it into the graph for this to work. This tells us what made it into graph form, and what is a bad conversion

Right now in the report is in the 'ingest' needs to be run after data is loaded to the graph, which would be the 'tenant' job

Might just run over the release file
