Layout a cohesive structure for CHORDS documentation #246

We currently have a few places where documentation about CHORDS lives. For example, I frequently give out the chordsrt.com web site to people who are new to CHORDS to help them get started. It seems to also make sense to have this site point to other user documentation to help get them started with their own instance. We need to decide on the best approach to this so that the organization of the documentation makes sense and it is easy to maintain single documents that may be linked to other places.
