Add the grafana server domain to the configuration #610

Add GRAFANA_SERVER_DOMAIN to chords_control, and add GRAFANA_SERVER_DOMAIN and GF_SERVER_DOMAIN to docker-compose.yml.

This specifies the IP name of the grafana server, so that links that are embedded in alert messages will take you back to the server. The default value in grafana is localhost, which is not very useful on a deployed system.
