ECC projects have the default (incorrect) issue type scheme #27

ECC projects should get their own ECC issue type scheme.

Nevin recommends:

You could copy the ITS_Stock and name the copy ECC_IssueTypeScheme

The remote API does not provide any way to set a project's issue type scheme (either at creation or afterwards). We will need to either (1) create a new JIRA plugin exposing an ECC project creation endpoint, or (2) make the default issue type scheme appropriate for general projects, and give projects that need e.g. the "Puppet Code Change" or "VM Request" issue types their own issue type scheme.

[~napondo], any issue with doing the latter?
