Menu links don't link anywhere on ECC page #32

https://earthdata.nasa.gov/ecc: None of the menu links (Home, About EOSDIS, Data, etc) go anywhere...

The bigger issue here is that we have to figure out some way to get the "shell" of the Earthdata site (which is currently a Drupal theme) suitable for use by Rails and other apps dropped onto Earthdata. Trying to "manually" keep the Drupal menu system, footer, etc., consistent with application layouts will be a nightmare.

What if we used an actual common template between different apps? Something like Mustache http://mustache.github.io/, which has libraries available for all of the languages we use across our different systems.
