remove travis secrets from repo #328

The dockerhub and gke tokens in the secrets dir are now obsolete with the move to Actions and storing CI secrets in the repository Settings.

question @kcranston ! so with this workflow, how do we authenticate locally? i used to use git crypt to unpack secrets locally.
