Q0 metadata local/remote sync #137

Right now the metadata.yml is uploaded with the rest of the data, but this metadata can be changed in the UI which is not reflected in the user's local file. Furthermore, if the user changes the metadata locally and re-uploads the dataset (creating a new version), the metadata will not be updated. Fix this.

Do not upload metadata.yml
Autogenerate when downloading dataset

README.md file is now default, so we need to remove all metadata.yml from datasets and generate the READEME on download.
