SCANEO EOTDL plugin #157

Enhance SCANEO in order to enable cloud-based labelling with plugin.

Implemented for Q0 datasets

scaneo --eotdl <dataset-name>

will load all tif files in dataset and save annotations directly on EOTDL.

Remember to update scaneo

pip install --upgrade scaneo
