Automatic prepending of file:// scheme is not consistent #24

Automatic prepending of file:// scheme is currently done by earthreader.web.app module, so it does not work in the consistent way when it comes to crawler. IMO it would be done by earthreader.web.command rather than earthreader.web.app.
