This adds fixes and basic features from the phase 1 feedback:

Added a show routes toggle (just showing debug lines for now)
Added a top counties list on the sidebar
Changed selected/linked/highlighted counties tooltips behaviors
General sidebar and map redesign

Also includes several refactors for code maintainability.

Just one small think @nerik – when hovering over ~~a supplying/consuming county~~any county, there are two tooltips – one static and one that follows the cursor. I think we can get rid of one of them.
