Stress scenarios basic UI

Adds the stress scenario feature at a basic level. Values are simulated on the API side.

Does not include yet:

• Variations displayed in popups (will address in a separate PR)

This feature will need further work pending updates from the EG team:

• Ingest real values
• Add map choropleth + scale
