Add 1.0 sequence format specification #4

Adds a specification for a format that accommodates the extremely common data structure of 'a chronologically ordered sequence of documents'. This format also provides a recommended way to extend this format outside of the scope of this specification.

I heard from @AljoschaMeyer that a better name for this format would be 'sequence', as 'log' pretty much instantly conjures up append-only logs in the context of this project. I agree.
