CI Runner for IRI namespace checking #301

adds a CI Runner, that checks for inconsistencies in the SOMA namespace
CI Runner fails if entities with namespaces of the form SOMA-X (e.g. SOMA-ACT or SOMA-OBJ) are found

Hi Ayden, would you mind fixing the conflicts and maybe adding a comment to the new class so other may have an idea on why we are doing this? Then I will merge the PR :)

@mrnolte The conflicts are now fixed and I added a short comment to the IRINamespaceChecker class :)
