Self-hosted Github Action runner on Pierre's machine seems suitable; then I can just copy the built binary package over to my tiny Vultr machine.

We recommend that you do not use self-hosted runners with public repositories.

It may be necessary to produce bdist tarballs and upload to Github as a Release, and only then, download the tarball from Github onto my Vultr box. Essentially using Github as my artifact host.
