Update igv.js to v3 #87

Currently using v2.15.3 from April 2023, v3 came out last week which might be worth bumping to

I've tried out v3.0.1 in Chrome: https://github.com/igvteam/igv.js This looks almost identical to v2. However, the chromosome ideogram does not render correctly. It shows as a featureless lozenge. You can still click on it to skip around the chromosome, but the centromere and bands aren't visible.

We'll leave this issue open for now - we won't incorporate it into release 3.1.0 in the interests of time
