bump version to 4.8.1 #218

We didn't bump the version in https://github.com/easybuilders/easybuild-docs/pull/212

Made a note in https://github.com/easybuilders/easybuild/wiki/Release-management#compose-release-notes to try and make sure we don't forget next time (but we should somehow also check this automatically maybe...)
