update common toolchains overview: move 2020a and older to deprecated toolchains, fix LAPACK column for recent toolchains

A few updates for the common toolchains:

LAPACK in foss/2021a and newer is included with FlexiBLAS
2020a and older moved to table with deprecated toolchain versions (to be inline with https://docs.easybuild.io/policies/toolchains/#current-situation)
whitespaces added to align the markdown tables
