Improve FraSCAti distribution packaging & startup options

In order to

• allow to specify custom CXF config file (for HTTP monitoring -Dcxf.config.file=cxfEsperProxy.xml)
• allow to debug (-Xdebug -Xrunjdwp:transport=dt_socket,server=y,suspend=n,address=1044)

In a way that is maintainable & long term, ex. done in FraSCAti sources.

Was previously done by Open Wide by hacking frascati.sh/bat to add a $CUSTOM_JAVA_OPTS var after the call to $JAVA.
