customize github proxy config #127

Importing holidays is unavailable because ghproxy.com has been banned. It may be better if proxy config allowed users to customize it in the settings

Thanks for your feedback.

In contrast, it's relatively good to use raw.githubusercontent.com.

If users want to replace apiRoot, they can override it by extension in extension/custom/holiday/ext/config.
