add-master成功后，生成的新版本的ApiServer证书没有同步到其他master节点 #1395

What happened? 发生了什么问题？

集群中已经有两个master节点，然后在第1个master节点上通过add-master增加新节点成功后，生成的新版本的ApiServer证书没有同步到第2个master节点

What did you expect to happen? 期望的结果是什么？

add-master成功后，生成的新版本的ApiServer证书没有同步到集群里所有master节点

How can we reproduce it (as minimally and precisely as possible)? 尽可能最小化、精确地描述如何复现问题
