Consume rotary events from Hue bridge event stream #1106

While v0.13.42 adds support for the Hue tap dial switch, (see https://github.com/ebaauw/homebridge-hue/releases/tag/v0.13.42), it doesn't yet consume rotary events from the Hue bridge API v2 event stream. Also applies to Lutron Aurora.
