整数値に関する絞り込みを行うNumRefinerの作成

入力方法について

今の年月入力は 0-500, 501-1000,....から選択，次の区分で選択，……と細かくしていくが，これ実は [0-9]|SKIP の入力で良いのでは？

むしろこの方が細かく選択できて良い疑惑まである．
