add more target api level policy infos #30

I added more information for the new targetSdkVersion by Google. With this new overview you see in one table which targetSdkVersion your apps in the google play store need without facing restrictions.

@ebelinski before you merge, please review if the referred Google docs are still saying what this PR is saying, since January things might've changed...

@TWiStErRob Yeah, I just merged main into it just to build it locally and see what it looks like again visually.
