ODD Schematron Extraction Bug with Let statements #46

@sydb A reminder of what we figured out over Skype today: Syd needs to fix the extraction from ODD to properly place "let" statements in the output schema so that global variable definitions are positioned either inside the TEI element rule OR above that rule.

@sydb As we discussed during the Advanced TEI/ODD course last week, this is apparently still a problem and evidently we tested it back in January! But it's not a big deal for this project because we can tuck those variables inside local schematron rule contexts.

@HelenaSabel @setriplette We have a new ODD that is only partially complete, but I know how to write it now! It's in use on only one file in Montalvo and one file in Southey--I've not accounted for all of our elements and attributes yet, and I'll have to set this aside a while to work on the Digital Mitford project, but I'm just leaving us a note here so we know we've got an ODD (one-document-does-it-all) process for generating schemas well underway, and it really does work for our Schematron rules, even as complex as they are!
