Can't romance Garrus #43

The summary tells it. I made a new femshep with the program who's romancing 
Garrus but when they meet they're acting like friends. After numerous restarts 
I decided to complete the Manae mission and watched Garrus romance on youtube 
to make sure what should happen. For some reason they weren't romancing. I'm on 
PC. How can I make him romance her?

I'm having the same problem! It worked previously, but now it doesn't! It's a 
little frustrating cause I want to continue playing, but I can't cause I'm 
constantly trying to get his dialogue. I hope this gets fixed soon!
