Ensure HMGU can submit data to ENA #1017

Description of the issue

HMGU wants to submit their reads to ENA. Currently, this process is not very straight forwards, so in order to help them, I would like to set-up a meeting and discuss the next steps with them. Once the next steps are discussed, I should be able to expand on the AI for this ticket.
