Add a DUO code to a HCA project - backoffice UI #1045

As a data wrangler/submitter, I would like to be able to select the respective DUO code relevant to a project as a dropdown option on a project level.

The options there should be a direct reflection of the DUO codes in the DCA agreement.

[x] Metadata schema PR update with DUO codes
[ ] Make the dropdown available per project in ingest backoffice
