Do not allow filename update in the file metadata #290

As a contributor/wrangler I want to be flagged that I shouldn't update the filename in the file metadata So that my data file and file metadata won't be inconsistent

Given a file metadata When the user attempts to update the filename Then there should be an error

Quik point, we should probably allow file names to be updated in the metadata until the point where files are uploaded right?
