Ability to add a new file (file metadata) in ingest

In order to update projects which initially did not include the file metadata for a particular file (e.g. gene expression matrix file, fastq file), we need to be able to add a new file (file metadata) to a submission in ingest. We can currently add new protocols or biomaterials for example, not there is not an "Add file" button. It would be useful, but I think we have an alternate route of creating new submissions (which I believe fits this use case of contributors coming back and relaying new information) to add a new file in ingest
