Last week the gitlab runner stopped working and fails to restart. It means our CI/CD is stuck, and no releases can be made.

[x] figure out the reason for the runner failing to start, and fix it
- runner version is incompatible with gitlab after recent upgrade to 15.11.
[ ] add a 2nd runner to provide redundancy - see ebi-ait/dcp-ingest-central#960
