cookies banner #328

Why are we doing this? We need to legally inform users of the website what information about them we are tracking and for what purpose.

We need a banner on the main page https://contribute.data.humancellatlas.org/

The banner should say "This website requires cookies, and the limited processing of your personal data in order to function. By using the site you are agreeing to this as outlined in our Privacy Notice."

Button to "I agree" or similar
